Surveillance procurement
Every finding here is a staff report and its contract describing different things, with both passages quoted and both documents linked. They are grouped by what the disagreement is about, and ordered by how often it recurs, because a single mismatch is an error and a repeated one is a practice.
No findings have been published yet. Candidates produced by the comparison are held for review and are not shown until a person has read both documents.
Findings are written by a person after reading both documents. The software that surfaces candidates does not publish them, and a candidate that cannot quote both sides is never promoted.
