The sharing lists, turned inside out
Every Flock transparency portal publishes a list of the organisations that may search that department’s cameras. There are 1,439 such portals, and the lists are neither reciprocal nor local: a department in one state routinely names recipients in five others. Find a department below to see who is on its list, and how many other departments’ cameras it may search in turn.
A department with no portal does not appear, and that is most of them. If your town is missing, the answer is not “nobody can search it” - it is that nobody published.
Sharing lists are outbound only: they say who may search this department’s cameras, not whose cameras it searches. No portal in this index says whether its agency is in Flock’s National Lookup Tool, which lets agencies outside the published list search anyway - which is why a short list is not the same as a small reach. Sharing lists are OUTBOUND: they name who may search that agency's cameras. Names are free text written by the agency, so a name is linked to a portal only on an exact normalised match; the rest are kept as names.
